5.02 Taking into account seasonal climatic variations and geographical area, private aeroplanes and helicopters flying VFR 25 NM or more from an aerodrome or operating base may require

(1) specified emergency supplies be carried.
(2) a functioning radio capable of two-way radio communication.
(3) the aircraft be multi-engined when passengers are carried.
(4) all of the above.
