2.03 A series of red flashes directed at an aircraft means respectively

(1) IN FLIGHT: airport unsafe, do not land. ON THE GROUND: taxi clear of landing area in use.
(2) IN FLIGHT: give way to other aircraft and continue circling. ON THE GROUND: stop.
(3) IN FLIGHT: do not land for time being. ON THE GROUND: return to starting point on airport.
(4) IN FLIGHT: you are in prohibited area, alter course. ON THE GROUND: stop.
